To meet shortages of grain, Stalin took emergency measures.

(i) To prevent rich peasants and landlords from indulging in speculation, Stalin confiscated supplies.

(ii) Party members toured, supervised and enforced grain collection.

(iii) Kulaks (the well-to-do peasants) were raided. System of collective farms called Kolkhoz was introduced.
