The Bolshevik leader, Vladimir Lenin returned to Russia from exile in 1917. He felt it was time for the Soviets to take over power. In industrial areas factory committees were formed, trade unions grew and the workers movement spread.
(i) Provisional Government resisted attempts by workers to run factories and began arresting leaders.
(ii) Popular demonstrations staged by the Bolsheviks were sternly repressed. Many Bolshevik leaders had to go into hiding or flee.
(iii) Military men loyal to the Provisional Government seized the buildings of two Bolshevik newspapers.
